Details on the scope of restriction |
A restriction covering use of a combination of perfluorinated silanes and one or more organic solvents in sprays used for the general public.
|
Reason for restriction |
There have been several incidents across Europe where the use of impregnating sprays have caused serious health problems for people either using them or people staying in rooms where the sprays have been used. The cause has been unknown. Recent research has shown that the use of perfluorinated substances (perfluorinated silanes) and organic solvents are giving effects like the ones seen. A restriction does create some practical challenges as toxicity is caused by the hydrolysed analogues of perfluorooctyl trilalkoxysilanes (mono hydrolysed, di hydrolysed and fully hydrolysed) which, in theory, may be formed from different parent compounds. In addition, the restriction should only be targeted at spray products which contain one or more organic solvents.
